The present are the relationship of juridical evolution, this to that the juridical development needs a constant change as it is the circumstances of the interpretations, as well as the equal justice or the tutelage for all in general, seeking that the supraconstitutional powers have the relationship with the local powers, having as a tool for the continuous improvement the precedents which totally modify the norm.
