The material aspect of public law in all its orders of government, regulates with its due dimensions the fundamental structure of the State, the functions of its organs and their relations with its individuals. In this way, analyzing the evolution of Veracruz constitutional law allows us to read the problems of our time adequately. In particular, the executive power in a presidential regime takes precedence because it is the directive nature of public administration and planning. This common thread is sustained when in the present investigation we approach the subject in the following order, we begin with an introduction on the challenges of local law, in what follows we give treatment to the republican government and the Mexican federal system, advancing through the historical evolution of Law Constitutional for Veracruz the changes that have been produced in the various constitutions and in the powers and / or attributions of the executive power, closing with a series of conclusions
